The version of Emacs on hermite does not always allow the use of arrows. Here are some commands that will allow you to move about the page:

Move up one line
If when you give Netscape the command to reload, the page appears not
to have changed, Netscape probably reloaded from the cache instead of
from the server. To fix this go to Options/Network Preferences/Cache
and clear both the memory cache and the disk cache.
Applets are not reloaded when you click Reload. You have to
quit Netscape and start over.
